More news that suggests the situation in Iraq is not as dire as Carl Levin and Charlie Rangel seem to think:

The Iraqi city of Fallujah, which two years ago was the site of one of the fiercest battles between insurgents and Americans, has become a stabilized safe haven. In fact, the city, termed “a gated community” by one of the Marine commanders responsible for it, is receiving as many as 150 people per day seeking to escape the ongoing violence in Baghdad.

This news was reported by the Marine Corps Times. Why not the New York Times? Because it doesn't fit the New York Times' support for the "insurgency." (Hat tip: AJ Strata.)

Generals against the dem idea of timetables for Iraq

Twice I tried to say it better than Glenn Reynolds and trashed both efforts. So heeeeeeeeere's Glenn:

SO WE HAD THESE HEARINGS ON IRAQ, and generals Abizaid and Zinni are arguing against timetables for withdrawal, which has been the Democrats' main policy proposal.

Did the Democrats know beforehand that this is what the generals thought? If so, were they dishonest in not taking it into account? Maybe they were relying on this sort of thing to keep from having to do what the MoveOn crowd wants, but what they know is wrong?

Or did they not know, making them clueless? Neither one's impressive. But since the big criticism of Rumsfeld, which led to his defenestration, was that he "didn't listen to the generals," what are the Democrats to do now that the generals have spoken?

As Dave Price notes, this is Bush's Iraq trump card:

The bedrock political strength of Bush's Iraq policy is that it rests on the advice of the military, in which public trust runs deep and wide, whatever they may think of the war itself or the decision to invade. Democrats may have no qualms about calling Bush incompetent, but witnessing how quickly they ran away from Kerry's perceived knock on U.S. troops, it's safe to assume they will be very wary about voicing similar opinions regarding the commanders on the ground in Iraq. That public view of the military as nearly sacrosanct is a major difference between now and Vietnam, and it puts the Dems in an awkward position when they advocate a position the military vehemently disagrees with.

Sure, Iraq hasn't lived up to the naive predictions of some ("two to three months of a very strong military presence"), but as wiser heads noted, "Victory in that dark, intricate conflict remains years away. While the operational victory is extraordinary, strategic victory in the War on Terror requires focused and sustained military, political and economic efforts."

Cut-and-run doesn't fit this strategy, and it's nice to see the Democrats being reminded of it. It's too bad, though, that the media neglected this stuff -- along with a lot of other things -- before the elections, as part of their effort to deliver Evan Thomas's 15 percent to the Democrats. Still, better late than never.

Plus, this seems right to me: "Our goal now must be to focus on projecting power on Iran, and preventing an open Al Qaeda base from establishing itself in Sunni Iraq. And we must protect Kurdistan."

The silence is deafening

IraqPundit is asking why the Democrats aren't responding to al Qaeda's, Iran's, and Syria's statements that a Democratic victory in Congress is a good thing for their cause:

Al Qaeda and Iran are both gloating over the U.S. election results. AQ's chief in Iraq, Abu Hamza Al-Muhajir, actually mocked Bush while praising the Democrats' victory in the congressional mid-term contests. According to an audio tape message attributed to Al-Mujahir, Americans had "voted for something reasonable in the last elections."

Meanwhile, Iran's Supreme Leader Ayatollah Ali Khamenei stated that the Republican defeat at the polls "is actually an obvious victory for the Iranian nation."

The White House has declined to comment on these statements, but what about the Democrats? Doesn't it behoove the Democrats to correct the claim that their ascension to power is good news for the enemies of the U.S.? Don't they want to move quickly to disabuse Al Qaeda of the idea that Democrats represent something that these butchers deem "reasonable"?

So Democrats, what do you have to say? Or are you too embarrassed to comment? You should be!

Don Rumsfield not writing his goodbye speech just yet

Donald Rumsfeld resigned as Secretary of Defense on Wednesday, but he will remain in his post for some months while the transition to Robert Gates takes place. And yesterday he suggested that those months of transition (and beyond) may not be devoid of activity--indeed, if I'm reading the tea leaves correctly, Mr. Rumsfeld's most difficult but most important work for the Bush administration may well lie ahead of him.

While a lesser man might have sulked in his tent after resigning in response to a bad election cycle, Mr. Rumsfeld went about business as usual and delivered a noteworthy address at Kansas State University. In a way, Mr. Rumsfeld may feel liberated to start articulating some broader-reaching long-term goals for the DoD and the government. In the Q&A he declined to give specific advice to Mr. Gates, possibly because he had already done so in a speech that sketches out a broad plan for systemic government reform expanding on the transformation program Mr. Rumsfeld has so ably implemented at the Pentagon.

Secretary Rumsfeld was in Kansas to celebrate KSU alum and former Chairman of the Joint Chiefs of Staff Richard Myers, who is having a new building named for him on campus. General Myers is one of the many among the top military brass who have been rumored in the press to secretly oppose Mr. Rumsfeld's leadership of the Pentagon. That has never seemed terribly likely to me, and General Myers reinforced my opinion yesterday in his introductory remarks:

It is in many ways unfortunate that one of the few people who truly understand the nature of this terrible foe is now leaving the Bush administration. But I understand the political reality that made Mr. Rumsfeld's resignation nigh on inevitable after Tuesday. Elections happen, and what sets us apart from our enemies is that their ramifications are peacefully implemented in this country. While I do not agree that Iraq was in and of itself the defining factor in this election (voters overwhelmingly named "corruption" as their most important issue), it is the most important issue among the newly-elected congressional majority, who have signalled their intentions:

House Democrats say they plan to set up a new committee next year focused on uncovering abuses in defense spending and policies, and possibly an independent commission to investigate waste and fraud associated with the billions of dollars spent to rebuild Iraq. Implementing unfulfilled recommendations by the 9/11 commission -- such as plugging holes in airport security -- is also on their agenda.

'It's going to be hearings, accountability, trying to restore trust so the people understand what the real facts are,' said Rep. John Murtha, D-Pa., the Marine veteran who last year called for an immediate withdrawal of troops from Iraq and helped crystallize congressional opposition to the war.

It seems logical to conclude that Mr. Rumsfeld had wind of this plan in early October and that the "thoughtful discussions" in which he engaged with the President leading up to the election were largely centered on this topic. This perspective makes all the more meaningful Mr. Rumsfeld's decision to boost troop levels in Baghdad in October; he noted in a recent press conference that:

"I remember going up on the Hill and people saying to me, "Oh, what's the October surprise going to be? You're going to reduce a whole bunch of troops or produce Osama or something?" And well, the October surprise was, we increased troop levels. (Chuckles.) Why? Because it was the right thing to do."

It was the right thing to do so Mr. Rumsfeld did it rather than engineer a temporary reduction of forces that might have extended his tenure at the Pentagon, but which would have undermined the mission. And he chuckled, knowing full well how his good deed most likely would be rewarded.

What the re-empowered Mr. Murtha proposes are not policy hearings on Iraq along the lines of what will occur in the Senate Armed Services Committee next week, but rather a witch hunt that will be facilitated by the Byzantine budgeting process that funds the DoD. One can only imagine the mountains of paper that will be subpoenaed. Remember the infamous $436 hammer that inspired former Vice-President Al Gore to create "The Hammer Award?" That's going to be child's play compared to the dissection of the Afghanistan and Iraq books. I'm not suggesting that there is any deliberate or systemic impropriety in the accounting for the war, but there are sure to be such hammers to be found in a campaign of this scale, as well as funding processes that were developed to enable timely progress in both campaigns as conditions on the ground changed more rapidly than the current system could support. Secretary Rumsfeld signaled as much in his KSU speech:

The realities on the ground in the rest of the world do not correspond to the yearly federal budgetary process -- where it can take one year to craft a budget, another to get it approved by Congress, and then a third year to execute that then somewhat stale program.

Americans put the party of terrorism in power last Tuesday. No, you say. Perhaps you should do alittle more listening to the terrorists themselves, instead of the lies of Murtha, Pelosi and the rest of their cohorts.

Jihad not over

BAGHDAD, Iraq (CNN) -- A purported audio recording by the leader of al Qaeda in Iraq vows to step up the group's fight against the United States, saying, "We haven't had enough of your blood yet."

The recording was posted Friday on an Islamist Web site and the speaker is identified as Abu Hamza al-Muhajir, successor to Abu Musab al-Zarqawi.

"Come down to the battlefield, you coward," the speaker says on the recording, which CNN cannot independently confirm as the voice of al-Muhajir.

Calling President Bush a "lame duck" and labeling outgoing U.S. Defense Secretary Donald Rumsfeld a "coward," the speaker tells Bush not to "run away as your lame defense secretary ran away," referring to Rumsfeld's resignation Wednesday.

Much of the Iraqi insurgency has been blamed on al Qaeda in Iraq, whose former chief al-Zarqawi was killed in a U.S.-led airstrike in June.

The speaker on the tape vows that al Qaeda in Iraq will not stop its jihad "until we sit under the olive trees in Rumiya after we blow up the wicked house known as the White House." He says the first phase of the jihad is now over, and that the next phase -- building an Islamic nation -- has begun.

"The victory day has come faster than we expected," he says. "Here is the Islamic nation in Iraq victorious against the tyrant. The enemy is incapable of fighting on and has no choice but to run away."

The speaker claims his al Qaeda army has 12,000 soldiers -- with 10,000 more waiting in the wings to join them.

And he pledges those troops to the service of the Mujahedeen Shura Council and the Islamic Nation of Iraq. He calls on other insurgent groups in Iraq to join with them.

"We have to be unified by the sword, even though disagreements exist between us," al-Muhajir said.

"Go where God has ordered you to go and know that we are with you. We are your soldiers and your men," he says.

Iran claims the Dem win was a victory for the Mad Mullahs.

MI5 tracking 30 terror plots

MI5 knows of 30 terror plots threatening the UK and is keeping 1,600 individuals under surveillance, the security service's head has said.

Anyone who thinks leaving Iraq or giving up ground already won would be a good strategic move has never looked at a map.

Democrats' victory unnerves Baghdad

BAGHDAD -- Across the capital Wednesday, Iraqis balanced their hopes against fears about how U.S. policy will change on the ground in the wake of the Democrats' overwhelming victory in congressional elections and U.S. Defense Secretary Donald Rumsfeld's sudden resignation.

Rasha Tariq, 23, a college student, said she found herself near tears when she awoke Wednesday morning to the news that the Democrats had won the House and were on the cusp of taking the Senate.

Tariq said she worries the Democrats' victory will mark the beginning of a gradual U.S. pullout from Iraq and the disintegration of what little order is left on the dangerous streets of Baghdad.

"If it was up to the Democrats, we would still be living under Saddam's tyranny," Tariq said in an interview Wednesday in the Sadoun Street shopping district. "I'm afraid that this change is going to affect the American presence in Iraq. I don't want them to leave."

While understanding that U.S. involvement in Iraq will not be altered overnight, both politicians and pedestrians in Baghdad said Wednesday that they were sure the U.S. has reached a turning point in the war.

Troops displeased about the departure of Rumsfield

This is both sad and frustrating. Of course, anyone who thinks democrats give a rat's ass about our troops or their mission lives in some fantasyland. The dems. goal is to humiliate America and especially military America. If you think not, you too live in lala land.

American troops are afraid, now that the Democrats have won, they’ll be pulled out of Iraq before they have a chance to complete their mission:

Half of America and the upper echelons of the US military may be cheering Donald Rumsfeld’s resignation from the post of Defence Secretary, but there was no rejoicing yesterday among those most directly affected by his decisions: the frontline soldiers in Iraq.

Troops expressed little pleasure at the departure of the man responsible for their protracted deployment to a hostile country where 2,839 of their comrades have died.

Indeed, some members of the 101st Airborne Division and other troops approached by The Times as they prepared to fly home from Baghdad airport yesterday expressed concern that Robert Gates, Mr Rumsfeld’s successor, and the Democrat-controlled Congress, might seek to wind down their mission before it was finished.

Mr Rumsfeld “made decisions, he stuck with them and he did what he thought was right, whether people agreed with it, liked it, or not”, Staff Sergeant Frank Notaro said. He insisted that Iraq was better off now than before the war.

Staff Sergeant Michael Howard said: “It’s a blow to the military. He was a good Secretary of Defence. He kept us focused. He kept the leaders focused. It’s going to be hard to fill his shoes.”

This echoes sentiments expressed by other soldiers immediately before the election.

The Meaning of Victory: A Conversation with General Franks

How should victory be defined?

What constitutes victory? I think that is a fundamental question, and it is good for each of us in this country to ask ourselves that from time to time.

When we try to decide whether or not we’ve been victorious, we have to think, for just a second, what the term “victory” means. Victory means the accomplishment of objectives and goals that we had in mind when we initially became involved in a particular conflict. It’s also instructive if we ask how we understood victory—what the objectives had been—in the past when our country became involved in one fight or another. In some cases victory has been defined as the removal of a particular threat, either to ourselves or to our friends. But we also find that in almost every case we became involved in wars in order to gain security, either for ourselves or for friends; that at the end of the conflict, as a result of treaty, or pact, or alliance, this security was guaranteed. Security for friends—meaning both allied countries as well as for pro-American forces within a given country—has also inevitably become a part of the objective of victory. That is how we establish the metrics of defining victory.

There are always secondary objectives. The opening and securing of lines of communication are sometimes components in defining what constitutes victory. Sometimes there are economic benefits. Sometimes victory is said to have been achieved when a particular country has been introduced (or reintroduced) into the community of nations, as happened with Germany and Japan after World War II. This may entail the establishment of the rule of law and some form of representative government. And at least in one man’s opinion, mine, components of politics on the ground in a particular country—internationally and certainly here at home—will always factor into our definition of victory.

And these secondary objectives also help set the bar for what it means to attain victory, establishing what victory will mean at a particular time. And if there is disagreement with what secondary objectives should constitute the standard for victory, and we want to establish a different set of metrics, then we can look from time to time and ask ourselves how we are doing in terms of coming to victory.

In Iraq, has too much emphasis been placed on achievement of secondary objectives or preferences as the benchmark for victory? After all, the primary objective—the removal of a hostile regime—has been achieved.

I think a lot has to do with the public perception, which in any great period of consternation will be determined in a large part by the media. Now, one can just go about bashing the media, and I think the American people believe from time to time that the media is responsible for the difficulty. However, in my mind, this is not so, and we should not allow ourselves to believe it. But when we have run into a particularly difficult time, and Iraq at this point represents a particularly difficult time, then we as Americans sit back and watch to see, “Well, how are we doing?” And if, for whatever reason, the media happens to pick up on a secondary objective as the cause célèbre and as the overall objective, and begins to simply report and fill American households with a lack of progress in achieving that objective, then pretty soon that becomes the measurement of success.

A warning that will be ignored -- to our peril, unfortunately

A WAKE-UP CALL!

This letter appeared today in a Jonah Goldberg post on NRO's "The Corner." It is a warning. Unfortunately, the idea that Democrats will heed this warning are slim to none. The idea that Americans, in general, will heed this warning are even slimmer, if that is possible. They will be far more interested in protecting the delicate sensibilities of political correctness than they will be interested in protecting us from terrorists and extremists. These are dangerous times and to not understand our enemy is foolish and, in my humble opinion, catastrophic. I know that those who infest the fever swamps do not believe we face any danger. They leave comments here and all over the blogosphere accusing the President and our leaders of scare mongering. They live in their safe little worlds and think that because they can still go hang out at the Mall or buy their iPods, that all is safe. Those who actually know better and see the danger for what it is are not speaking up loudly enough. They have turned the enemy of all of us into political campaign rhetoric and this is as dangerous as the denial of the swampers is. Extremists don't care whether you voted a (D), an (R), an (I) an (L) a (G) or didn't vote at all. When they are ready, all are at the same risk. And dead is dead no matter who you campaigned for or who you voted for.

I served a quarter century in the AF (retired colonel) and a quarter century in the pages of National Review.  Here’s what I think.   

I believe good Democrats and good Republicans believed this war was going to end if their party won on election day. The Dems believed they'd end the war through withdrawal; the GOPers believed they'd end it through victory.  They're both wrong.  This war is going to go on for a long, long time.

It seems to me that Americans believe wars end when we say they end.  Whether we win (WWII), lose (Vietnam), or draw (Korea), our wars have ended when we said they ended.  The defeated Germans, victorious North Vietnamese, or stalemated North Koreans never came after America when hostilities ended. But the jihadists are coming, no matter what happens in Iraq. Make no mistake.

I was 21, and just about to start a 27-year relationship with the pages of NR, when the Iranian hostage crisis happened.  I remember all the pronouncements from US leaders that they, and the American people, would have to get acquainted with the Quran to understand what all this revolutionary stuff was about.  Now, all these years, I find that virtually no one in America has read the Quran or other holy books on the life of Mahommad.  They have no idea that what we're seeing on TV—the Army of God (Hezbollah) attacks Israel; the regular practice of beheading; the spread of Sharia law; the brutalization of women; and the worldwide practice of actual jihad, not spiritual jihad, springs directly from those sacred texts, word for word.

I invite you to try a test with friends and family.  I've done this with about 15 people in the last couple of weeks.  Ask them to put the following three names in history, in the order in which they appeared: Jesus, Mohammad, Moses.  I have been shocked at how many put Mohammad before Jesus, and even before Moses.  I think the reason this happens is because Muslim countries look so much older on television!  Now how could Americans understand Jihad, the Crusades, the relationship between the Bible and the Quran, or any thing they might hear that the Quran directs, without even understanding the historical sequence of the prophets?

With the Democrat victory, I hear a sigh of relief across the country that now we can bring this whole thing to a close.  It is an illusion. Until we get into the animating texts of Islam, and do so publicly, loudly, and consistently, we will invite more violence, and abet the silence of moderate Muslims of goodwill around the world.I believe the leadership of this debate is the most urgent task to ever face the brave staff of National Review.  You already led the debate on Communism, but then you remember Communism had few real adherents in Communist countries.  Radical Islam has tens of millions of true believers.  This will be harder.
