Texas redistricting ... again

So does this mean Delay stays on the ballot or not?

Texas Re-Re-Redistricting Plan

A panel of Federal judges today revised 5 Texas congressional districts - the 15th, 21st, 23rd, 25th, and 28th - to comply with a recent Supreme Court decision that the 2003 redistricting violated the Voting Rights Act. Open primaries will be held in each district on November 7 to determine each party's candidate, with a runoff election to follow later, the date for that to be determined by the Texas Secretary of State.
